The 
button is used to navigate to the User Guide and Tutorials. A list of available commands on the current toolbar is shown in the right column as well as links to tutorials and the User Guide Index. Commands listed are available for the 'edit level' of the current user.
To change the edit level for a user, go to the 'Users' administrator menu at the top of the page and selct the desired user.
